The ui.content project is for those projects that want to deploy a specific structure for the content of the site(s), while most AEM apps for editorial sites will just provide the ui.apps and allow the editors free rain on the content, some applications want to deploy initial content or base sites and this is what the ui.content's purpose is.

As access is granted to content, it is also a place to deploy default access rights for your sites.
